Dr. Ebony M. Baylor is a native of Shreveport, Louisiana and has worked in state legislative politics and grassroots organizing for candidates and issues advocacy campaigns for more than a decade.

Currently, Dr. Baylor serves as Vice President of Policy and Civic Engagement at The National Coalition on Black Civic Participation (NCBCP) in Washington, DC. In this senior role, she is responsible for public policy development, management, and outreach, as well as leading the organization's civic engagement campaigns. Dr. Baylor also oversees the public policy team, manages subgrants, and assists in resource development and fundraising strategies. She represents the NCBCP at public speaking engagements, media briefings, and advisory boards. Following her work at the DNC, Dr. Baylor served as Vice President of Government Affairs at In Our Own Voice: National Black Women's Reproductive Justice Agenda from December 2022 to July 2024, where she developed strategic initiatives, managed partnerships, and represented the organization in legislative meetings at both federal and state levels.

From October 2019 to November 2022, Dr. Baylor served as Deputy Director of Coalitions & Community Engagement and Black Coalition Director for the Democratic National Committee, where she was the primary designer and implementer of new and continuing DNC organizing and programming directed at the Black community.

Prior to the DNC, she served as Director of Civic Engagement at the National Urban League from 2015 to 2019, where she educated and mobilized National Urban League affiliates, auxiliary groups, clients, and broader community about voter engagement, 2020 Census, and issues important to the Urban League movement.

From 2012 to 2014, Dr. Baylor served as the Outreach Coordinator for the Louisiana Democratic Party. She created the Hope2Vote initiative which worked with faith leaders by providing civic engagement programming and helped to increase voter participation in the Black community.

Dr. Baylor holds an executive Ph.D. in Public Policy from the Nelson Mandela School of Government and Social Sciences at Southern University A&M College (2025), where her dissertation examined "The Impact of Title X on Access to Reproductive Healthcare Access Services in Louisiana." She also pursued doctoral studies at Howard University from 2015-2021 in Political Science with a concentration in American Government and Black Politics and a minor in Public Policy and Administration. She earned her Master's of Public Administration with a Non-Profit Management Concentration from Southern University in 2013 and her Bachelor of Arts in Political Science from the same institution in 2008.
